Mechanical fuel reduction has grown into a distinct contracting market in Australia because prescribed burning cannot be used everywhere: too close to houses, too smoky, too few suitable weather days. The work covers asset protection zones around settlements and infrastructure, strategic and property firebreaks, roadside fuel programs along evacuation routes, and understorey reduction in reserves and plantations. Clients are state land and fire agencies, councils, utilities, plantation companies and private landholders, and the contract is nearly always priced per hectare against a finish specification (residual fuel height, particle size, retained trees) or per kilometre of break, with hourly rates reserved for small private jobs.

The commercial peculiarity is the deadline. The work has to be complete before the fire danger period, and the days on which machinery may operate shrink as summer approaches. Productivity per available day is therefore the number that matters, and the trap is quoting first-pass hectares when the specification requires a finish that takes two.

The work sequence

Most fuel reduction is mulching, but the profitable programs shear and remove oversize stems first rather than feeding them to the mulcher, and they treat the end-of-shift fire check as part of the method rather than an afterthought.

Which attachments do the heavy lifting

Front-mount mulchers for traversable ground

On flat or gently sloping ground the front-mount head produces the most hectares per day, because forward travel and width do the work. The Shearex HM-70 (74 hp minimum, 190 cm width, 20 cm target material) is the head most asset protection zone work is won with, because 20 cm covers the understorey a fuel-reduction specification actually names while the carrier stays a loader most contractors already own. The HM-60 (68 hp, 149 cm, 15 cm target) is the entry point where the growth is genuinely light and the trailer is the constraint. Agency programs measured in hundreds of hectares justify a dedicated carrier and an HM-88LV, but that is a second business rather than a bigger version of the first. Excavator mulchers for slopes, gullies and around assets

Fuel reduction sites are rarely flat all the way to the boundary. Gullies, creek lines, batters and the strip immediately around a house or a substation are excavator work, because the carrier stays on stable ground and reaches. The Shearex VM-35SK (8 to 12 tonne, 95 cm, 15 cm target) is the council and property head, sized to the carrier that can also get down a driveway, and the VM-40SL (12 to 15 tonne, 107 cm, 20 cm target) is the genuine understorey head where the excavator is doing more than trimming the edges of the loader’s work. Tree shears where stems have value or must be removed

Mulching a stem well above a head’s target diameter is slow and hard on teeth, and where the specification retains a fuel-reduced stand rather than a cleared one, individual stems are removed selectively. A Trevi Benne WL Series shear with the optional accumulator gathers small regrowth into bundles for the grapple, and a WR10 (indicatively 12 to 16 tonne, around 400 mm nominal) fells the larger stems before the mulcher passes. Forestry grapples for windrowing and chipper feeding

Where the specification does not permit mulch to remain, or where the client wants firewood or chip recovered, a grapple moves sheared stems to a windrow, a burn pile or a chipper. Carrier size and fleet composition

The skid steer and track loader class with an HM-60 or HM-70 is the most common entry into fuel reduction because it travels on a trailer and produces well on asset protection zones. The 5 to 10 tonne and 10 to 16 tonne excavator classes add the reach for slopes, gullies and the strip around structures, which is where a hectare rate quoted off the flat ground goes wrong. Agency-scale programs in heavy regrowth move into 16 to 25 tonne machines for the VM-50SR. Site and commercial factors that change the equipment choice

The fire season itself is the largest factor. What machinery may run on a given day is decided by the relevant state fire authority and by the land manager’s own conditions, and on the worst days the answer is nothing at all. Those lost days come out of an already short window, so the contract has to say who carries the risk of them. The machine is also a potential ignition source: mulch fines, dust, hot bearings and exhaust components, and hydraulic leaks are the hazards, so carrier housekeeping, fire suppression or extinguishers to the client’s standard, and an end-of-shift inspection for smouldering material are part of the equipment package. Dense eucalypt regrowth cuts slower and wears teeth faster than the softwood many mulchers are rated on; the Australian hardwood guide sets expectations. Fuel reduction is not automatically outside the vegetation-clearing approvals that apply to general clearing: arrangements differ by jurisdiction and any that exist carry conditions. Confirm with the land manager and the relevant state agency what applies to the specific treatment area before quoting, using native vegetation approvals as the question list. Mulch-in-place is the default; material recovery only pays where stems are merchantable or the client wants firewood, in which case the shear and grapple come into their own.

Measuring and pricing production

Trial a representative block to the specified finish and record net hectares treated, productive hours, fuel, teeth or blades consumed, pass count and the largest regular material. Photograph before and after so the finish is not argued later. Track first and second passes separately, because they combine badly: as an illustration only, a first pass measured at 0.8 ha per hour and a second at 0.5 ha per hour give an effective 0.31 ha per hour to finish, not 0.65. At an assumed $280 per hour for carrier, head and operator, the machine cost is about $900 per finished hectare, whereas quoting on the first pass alone would suggest $350 per hectare and lose the contract’s margin on the second.   • Obtain the finish specification in writing: residual fuel height, particle size, retained trees and pass expectations.
  • Walk the block and record slope, rock, largest regular material and any stems above the mulcher's target diameter.
  • Confirm who carries the risk of days lost to fire-danger restrictions and machinery bans.
  • Confirm continuous flow under load, oil cooling and case drain on the actual carrier for the mulcher chosen.
  • Specify fire suppression, extinguishers and housekeeping to the client's standard and price the end-of-shift inspection.

Frequently asked questions

Skid steer or excavator mulcher for fuel reduction?

A front-mount head on a skid steer or track loader produces more hectares per hour on flat, traversable ground such as asset protection zones. An excavator head is needed for slopes, gullies and the strip around structures. Most established contractors run both.

Why not mulch everything rather than shear the big stems?

Production falls sharply as stem diameter rises above the head's target material, and tooth wear climbs. Shearing stems above the threshold and mulching the rest is usually faster and cheaper, and the stems can be recovered as firewood or chip.

How do I price a two-pass finish?

Measure each pass separately on a trial block and combine them as effective hectares per hour to finish. Two passes at 0.8 and 0.5 ha per hour give 0.31 ha per hour, not the average of the two.

Is mechanical fuel reduction exempt from vegetation clearing approvals?

Some jurisdictions provide specific arrangements for fuel reduction, but they carry conditions and do not cover every situation. Confirm what applies to the specific site with the client and the relevant authority before starting.

What fire precautions should the machine carry?

At minimum, housekeeping that keeps fines away from hot components, extinguishers or suppression to the client's standard, and an inspection for smouldering material before leaving each day. Operators should follow applicable WHS procedures and manufacturer instructions, and stop on days when restrictions apply.
