Utility vegetation work in Australia splits into two markets that share a client but little else. Distribution work follows the poles and lines that run along roads and across private land: cyclical clearance pruning to the network’s clearance rules, removal of trees that threaten the line, and reactive work after outages. It is priced per span, per kilometre of line or per tree, with the network or its vegetation management contractor auditing clearances after the cycle. Transmission work follows the wide easements under high-voltage lines between substations: periodic clearing of regrowth across the easement, maintenance of access tracks and tower pads, and, increasingly, construction clearing for new lines connecting renewable generation. It is priced per hectare of easement or per kilometre of corridor, and the material is almost always mulched in place.
The common thread is that vegetation touching or approaching a conductor is a network reliability and bushfire risk that the operator is obliged to manage, so the work is recurring, audited and let in multi-year cycles. That makes it good business for a contractor with the right fleet, and a fast way to lose money for one who sends a road maintenance setup into a 60 metre easement of hardwood regrowth.
The work sequence
Distribution programs use the first half of this chain; easement programs use the second half. New transmission builds use all of it, with stump treatment and augering feeding directly into the civil program.

Mulchers carry the easement hectares
Easement clearing is a hectare-rate mulching job, and the head is chosen by the cycle length, not by the carrier on the yard. On a corridor kept to its cycle the regrowth is light and the Shearex VM-50SR (15 to 20 tonne, 123 cm width, 25 cm target material, 159 to 238 L/min continuous) is the right head and the cheapest carrier to run. On a corridor that has missed a cycle the material has outgrown it, and the VM-60SR (20 to 25 tonne, 149 cm, 40 cm target, 130 hp minimum carrier power) or, on a new-build or badly overgrown corridor, the VM-65SV is what keeps the rate honest. Where the easement is traversable, a front-mount head produces more hectares per hour on the same material: the HM-70 on a large high-flow loader, the HM-70SV or HM-90SV on a dedicated carrier. Pruning heads for distribution clearance
Distribution clearance is selective: remove the limbs inside the clearance zone and leave the tree. Grapple saws where the piece must not touch the line
A tree that has grown into or is leaning toward a conductor has to be dismantled with each section held from the moment it is cut. Carrier size and fleet composition
Distribution pruning runs on the 5 to 10 tonne class, which carries a CS200 or CS300, a TRI bar and an EX25 grapple saw at the top of the band, and moves between spans on a tag trailer. Easement mulching is a 16 to 25 tonne and 25 to 40 tonne business, because the VM-50SR, VM-60SR and VM-65SV need both the hydraulic flow and the mass those classes bring; front-mount heads sit on skid steers, track loaders and dedicated carriers where the easement is flat and firm. A contractor serving both markets typically runs one compact pruning carrier and one heavy mulching carrier, and uses the attachment matcher to check each head against the exact machine.
Site and commercial factors that change the equipment choice
Network authorisation comes first: working near live conductors is governed by the network’s own rules and training requirements, and a contractor without them does not get on the panel regardless of equipment. Access decides the carrier next; easements cross private land under access agreements, gates and creek crossings, and steep country near towers favours an excavator over a front-mount machine. Hardwood regrowth on easements that have missed a cycle can exceed the target diameter of a mid-size mulcher, at which point a shear-then-mulch sequence is cheaper than forcing the head.
Fire season is a double constraint: easements are exactly where ignition is most consequential, and what may run on a given day comes from the network’s own fire conditions and the relevant state fire authority, which removes machinery days in summer. Measuring and pricing production
For easement work, trial a representative length and record net hectares per productive hour, fuel per hectare, tooth or blade wear, pass count and the proportion of stems needing the shear. For distribution work, record spans per day, cuts per span and any traffic control or authorisation delay. As an illustration only, assume a 60 m wide easement, which is 6 ha per kilometre, and a VM-60SR measured at 0.5 ha per productive hour to the specified finish. That is 12 productive hours per kilometre; at an assumed $300 per hour for machine, head and operator the mulching cost is $3,600 per kilometre before mobilisation, fire-season downtime and margin.
