Council vegetation work is a portfolio of small, frequent, highly visible jobs rather than one big clearance. What makes this application different commercially is that the machine is judged on its footprint as much as its output. The carrier has to get through a park gate, work on a footpath without cracking it, leave a lawn presentable, keep noise and debris down near residents, and be gone before the school run. A contractor who can do five different jobs from one compact excavator with several light heads, and mobilise it on a tag trailer, will usually beat a specialist with a larger machine for every one of them.

Pruning heads for the metres
The most common council metric is lineal metres, and the right head is the lightest one that cuts the material, because on fine growth a heavier head buys nothing and costs mass, cycle speed and wear parts. Landscaped hedge and young growth to about 20 mm is OMEF TG trimmer or BF cutter bar work; at 40 to 46 kg the BF bars sit on the smallest mini excavator in the fleet, which is the whole point of them on a park round. Reserve edges and walking tracks are woody rather than fine, and move up to the TRI series (100 mm class, 1.6 to 2.2 m widths, 4 to 10 tonne carriers) or the BTD disc trimmers (around 150 mm), whose single-acting line is simpler to plumb on a carrier already carrying four heads. Urban tree removal is sectional dismantling with every piece controlled, because there is a footpath, a fence or a playground under it. Carrier size and fleet composition
The 1 to 5 tonne class is the parks machine, and access is the whole argument for it: on rubber tracks it fits through a pedestrian gate, leaves a lawn usable and tows behind a ute, carrying the light bars, a CS100, an SC400 and an OMEF CPT180 compactor for reinstating stump holes and path edges. The 5 to 10 tonne class is the program workhorse, because it is the smallest carrier on which the stump grinder, the woody-growth bar, a small mulcher and a grapple saw all have published models, and it still floats on a tag trailer. Site and commercial factors that change the equipment choice
Public safety is the first filter. Every job has residents, pedestrians and often children nearby, so the head that keeps the piece under control, the exclusion zone small and the debris contained is preferred even where a faster option exists. Operators should establish exclusion zones and follow applicable WHS procedures and manufacturer instructions, and works near schools and shopping strips are often confined to specified hours. Ground protection matters: a mini excavator on rubber tracks with a light head leaves a lawn usable; a larger machine may need mats and reinstatement that cost more than the job.
Underground and overhead services are everywhere in a streetscape and must be located before any stump grinding, and a stump over a service may need a different method. Bushland reserve works are the exception to council’s usual freedom on its own land: woody weeds growing through natives are not a licence to clear, and approvals can apply to council’s own program. Ask the reserve’s land manager and the relevant state agency what covers the works before the crew is booked, using native vegetation approvals as the question list. Measuring and pricing production
For a schedule-of-rates tender, run a trial in each work type and record, per productive hour: metres of hedge or edge treated by head, cuts per hour and piece count for grapple saw and CS work, stumps ground per hour by diameter band and species, and hectares of reserve mulched. Record set-up, ground protection, traffic and pedestrian control and clean-up separately, because on urban work they can exceed the machine time.
As an illustration only, assume a 3 tonne mini excavator with operator at an internal cost of $110 per hour, a measured SC400 rate of four street-tree stumps per productive hour, and 30 minutes of set-up and clean-up per site with an average of two stumps per site.
